Is it a bad omen when you put money in a parking meter and instead of flashing the time you have left it flashes "DEAD" over and over again?

Not unless you suddenly happen to find yourself in a B horror movie. If that's the case. Lock all your doors and windows and whatever you do, do not have sex. ;)
